3.18 Classification of Crashes by Vehicle Special Use / Function

3.18.1     introduction:  The purpose of this classification is to identify any special function or use being served by motor vehicles involved in crashes that would not necessarily be obvious from the vehicle make or model.  

3.18.2     categories: The special uses or functions of vehicles are:



Fire fighting


Vehicle used for electronic ride-hailing service


Paratransit service, i.e., elderly or handicapped

Non-transport emergency service vehicle

Incident response-safety service patrols

Farm vehicle

Public utility

Wrecker or tow (incident response)


o Charter
o Intercity
o School
o Transit
o Other

Mail carrier

Other incident response

Vehicle used as a crash attenuator

Rental truck (over 10,000 pounds)

3.18 Classification by Special Use/Function
Some discussion has arisen regarding this classification, with regard to ride-hailing vehicles involved in crashes. At what point, is the "special function" classification used?  If the driver is "off-duty" does this classification apply?  If the driver is on-duty, but without a passenger at the time of the crash, does this classification apply?  
With a vehicle used as an ambulance, for example, is it the configuration of the vehicle that is important to note on the crash report?  How about a take-home police vehicle, not being used as a police vehicle at the time of the crash?
