Mr. Hackman has notable experience and expertise in training, traffic records standardization, highway safety research, performance and impact evaluation, and transportation systems and analysis. He is currently responsible for developing and conducting the extensive training program for all Fatality Analysis Reporting System (FARS) analysts and has done so for the past 20 years. He has directed the development of a standardized coding system for state traffic violations and a variety of safety-oriented studies for national and state agencies as well as private industry.

Mr. Hackman is the current Chairman of the National Safety Council’s ANSI D-16 Committee. This important committee is responsible for the Manual on the Classification of Motor Vehicle Traffic Accidents. Mr. Hackman has been an active member of the Committee since 1988. This year, Mr. Hackman developed and has taught a new training program for the D-16 Manual in the states of Hawaii, Washington and Idaho.

Mr Hackman is a past member of the Executive Committee of the National Safety Council’s Traffic Records Committee and is the current liaison to the Executive Committee for the D-16 Committee.

Mr. Hackman has been the primary instructor of FARS Coding Training since the training program's inception. Mr. Hackman has trained every analyst in the FARS program during this time. He has organized and conducted over 1,500 hours of basic and advanced coding instruction in the classroom. Mr. Hackman has developed successful training techniques for up to 140 FARS attendees at the FARS Annual System-wide Training Conferences.
