Joe Carra is the Director of the National Center for Statistics and Analysis (NCSA), National Highway Traffic Safety Administration (NHTSA).  He is a statistician with over 20 years experience in the public health and safety field.  Prior to coming to NHTSA, Joe worked for EPA, OSHA and the private sector.  Appointed as a Senior Executive in 1987, he has extensive experience leading large multidisciplinary organizations and has led the design and implementation of numerous data collection and analysis efforts of all kinds.  He also has experience dealing with the media, testifying before Congress, developing and negotiating new Federal legislation and leading the development of significant government regulations.  He is the recipient of two Gold, one Silver, and four Bronze EPA Medals, a Centers for Disease Control (CDC) Honor Award, the EPA Management Excellence Award, an EEO Award for Managers, a Vice-Presidential Hammer Award a special recognition award from the secretary of HHS and the Presidential Rank Award for Meritorious Senior Executives.
