This presentation will describe the development of and the duties, rules and procedures for civilian accident investigators in the Rapid City, South Dakota Police department.  Training is provided for intermediate accident investigators to accident re constructionists.  Legislation and policies were changed to permit the trained civilians to write citations on accidents.
