Jay Maxwell is the Senior Vice President of Technology and the Chief Information Officer (CIO) of AAMVA and is responsible for all of the information systems developed, implemented and operated by AAMVA.  Prior to joining AAMVA in July, 1989, Mr. Maxwell spent 11 years with the US Department of Transportation, working with the Federal Highway Administration and the National Highway Traffic Safety Administration as a systems analyst, developing information systems to improve highway safety.
