While private property crashes are not counted from a statistical point of view, many jurisdictions provide reports and include them in their crash databases for a variety of reasons. In many states, officers can cite for certain motor vehicle violations on private property; in my state for careless, reckless or DUI and if a crash occurred, then the citation must be backed up with a report even though it is not counted toward a highway/trafficway crash. I think it would be wise for ANSI to provide such definitions as most agencies do indeed have a field that provides a choice for private property crash or not. Defining the public/private distinction can only be helpful.
