Thanks for your input Mr. Artimovich. I appreciate the input from all sides of this discussion and my job is to be the devil’s advocate, ensuring that all voices are heard and considered. In keeping with the list of characteristics of an “accident” in the D.16 standard, without damage or injury, no “accident” is deemed to have occurred.
Additionally, a “harmful event” is an occurrence of injury or damage in D.16. So the mere departure from the roadway is not a harmful event, in and of itself, but is certainly part of the sequence of events, when an accident / crash occurs.
Crash is a term that many in the traffic safety community have strong feelings about. Thus, I hope that those who advocated for use of the term “crash” in lieu of accident will respond with their reasoning.
